2025 Annual Road Safety Report Open for Public Consultation
The report presents the long-term development of road safety indicators and the intervention priorities for the next three years.
Today, ODYSSEAS is launching a public consultation on the 2025 Annual Road Safety Report, the most comprehensive overview to date of conditions across the Greek road network. For the first time, monitoring data, traffic violations and road incidents are presented in an integrated format, broken down by region and road category.
The report was prepared by the National Road Safety Observatory with contributions from the relevant authorities and is based on data from 1,832 active monitoring points. The findings indicate a steady improvement in key indicators, confirming that systematic monitoring is changing road-user behaviour.
Key findings
In 2025, the largest annual reduction in fatal road crashes in the past decade was recorded. Compliance with speed limits remained at historically high levels, while mobile phone use while driving continues to be the most common serious violation and the next major area for intervention.
Public consultation is not merely a formality: it is how we will design the next three years together with citizens and the organizations that experience the realities of the road every day.

What the report includes
In addition to its statistical overview, the report proposes a specific action plan with measurable targets for each priority area:
- Mapping the 120 highest-risk locations and establishing a regional intervention programme.
- Expanding electronic monitoring to junctions where serious violations occur repeatedly.
- Targeted campaigns addressing mobile phone use while driving and seat-belt use among rear-seat passengers.
Making anonymized data openly available through the National Access Point.
How to participate in the consultation
Citizens and organizations may submit comments and proposals through the consultation platform until 30 June 2026. All submissions will be evaluated, and a consolidated report of the results will be published before the action plan receives final approval.
