OD.Y.S.E.A.S. Road Surveillance and Safety Systems Service
The agency OD.Y.S.E.A.S. The Road Surveillance and Safety Systems Agency is an independent public agency of the Ministry of Infrastructure and Transportation, which reports directly to the Minister of Infrastructure and Transportation and operates in accordance with Law 5256/2025.
Its mission is to coordinate, supervise and support the operation of digital systems related to road safety, traffic monitoring and the recording of violations of the Road Traffic Code.
The independent ODYSEAS authority is responsible for supervising the network of automated electronic violation-recording systems, as well as coordinating their installation and operation by the competent public authorities.
In this context, it approves the installation of violation-recording systems by municipalities and regions, subject to the agreement of the Hellenic Police, and ensures the implementation of uniform technical, operational and functional specifications.
It also participates in the operation and supervision of the Unified Electronic System for recording, managing and certifying violations of the Road Traffic Code, as well as in its interconnection with the information systems of the competent public authorities.
The responsibilities of the ODYSEAS authority also include:
- The collection, management and use of road safety data.
- The monitoring of road traffic collisions and violations of the Road Traffic Code.
- The recording and mapping of hazardous locations on the road network.
- Supporting the implementation of the national road safety policy.
- The preparation and support of studies, programmes and initiatives.
- Cooperation with the Hellenic Police, municipalities, regions, universities, research institutions and other competent bodies.
The National Road Safety Observatory is also part of the authority’s organizational structure and supports the collection, processing, analysis and publication of road safety data and indicators.
Through the coordinated operation of digital systems, the effective use of data and cooperation among all relevant bodies, the ODYSEAS authority contributes to more effective road traffic collision prevention and improved travel safety.

The Road Infrastructure Advisory Committee provides advice on matters related to the design, safety, and operation of road infrastructure and meets as provided for in its founding law.
